This seems to be the position of the Federal Conservatives as of yesterday. See, just because Stephen Harper doesn't tell you what his policies are doesn't mean hs is not telling others:
"We believe in a strong, united, independent and free Canada with a Quebec that is confident ... autonomous and proud," Mr. Harper said in Greenfield Park, Que., on Montreal's South Shore, where he attended a barbecue for Conservative supporters. "In this way, we as Conservatives are unique," he said. "Because there are certain parties that believe in a united Canada. And another believes in a Québécois nation. But only we, the Conservatives, are promoting these two fundamental realities."
When did it become Federal policy or even party policy that Quebec gets the adjective "autonomous?" Remember, each province is autonomous in that the division of powers provides them with spheres of jurisdiction that are not under Federal control. But they are all equally autonomous - New Brunswick is as autonomous as Quebec in this regard. But "autonomous" has a stronger constitutional meaning given the s.7 personal privacy rulings which have set out that individuals have a sphere of autonomous decision making into which the state cannot intrude.
Is Harper suggesting that Quebec has that same sort of stronger almost absolute autonomy? Constitutionally there are a number of Federal overrides and overlaps which favour Ottawa over the provinces. Is he suggesting the Federal Conservative Party would have those removed so that Quebec becomes unencumbered by the nation of Canada - given that the Conservatives have deemed Quebec a nation in a nation ...but no one else like Acadians, the Mi'Kmaq, Newfoundlanders or other any group.
So are we all autonomous or just Quebec? And if just Quebec...who made that decision?

Harper is using that old political ploy that one word will mean one thing to some people and various other things to various other people AND counting on that the rest of us won't pay any attention because it won't have any impact on our real lives until its too late. That's Conservative politics in Canada these days.

You know what? I'm actually at the point where I've been so shocked so many times that I'm just kind of numb. Harper made another dictatorial decision on behalf of all Canadians? Meh. Harper once again displayed contempt for Canadian parliamentary tradition? Meh. Harper has decided to sell Alberta to the highest bidder and enslave all Ontarians to work in the oil sand mines? MEH.
