In BC we heard about the government pot monopoly...as if.
Only a billion? Our rural overlords need to read up on the reign of Mr. Trudeau, Mulroney and Chretien. You can spend a billion in a few rural Quebec ridings and a couple more in downtown TO. Think big PMSH, big! Try 10 billion or 15. The point is to make the bribes strategic in concept and get the tactical distribution right.

That is a good point. Harper's tactical vision is always that of the trumped-up victim, the natural mating call of the neo-con not to mention the self-described <i>westerner</i>. By spending money where it will do not good (as the market has proven) he is making sure it will have the maximum desired political effect.
