Funny you should mention NCPR. I spent the week in Canton with Ellen Rocco and the entire NCPR team. I work with NPR on a project to re-imagine public radio in the US. NCPR is for me and many the ideal station.
I have sent them a copy of the HughTrain and we are discussing many of your ideas as a guide to how they strengthen their connection to their communities.

This year with all the mild weather, February now appears to be 75% of the way through the stretch from leaves falling to grass sprouting. Five weeks to Reds. Fewer to Rudy's I think.
