In political communcation terms, some one is obviously pushing an agenda by asserting things that may or may not bear any relationship to reality. Apparently, the important thing for the communicator is say the same sorts of things over and over again in order to create a new perception of reality in the minds of the general public in order to achieve an ultimate goal which, in this case, appears to be taking intellectual property rights away from creators (or assignees) in favor of users of the creation, but critically, not necessarily the consumers of the creations.
