The story (who knows if it's true. we heard it from a cab driver) concerning the grant distribution problem is that the government ministry didn't have enough staff to give out the money, so they contracted out to some private sector companies who are mishandling the affair. The driver said that by hanging on to the grants they (these companies) are able to gain much interest and there may have been some shady dealings in the contracting out as well. But we don't know what the real story is because we don't have time to check. The strike ended on a historic day (March 15th) which is the anniversary of the 1848 rebellion.
