I had noticed these around City Hall, the coats of arms which over time have sat in council chambers. I noticed the third from the left first as the shield in the centre only has symbols for four provinces - Ontario, Quebec, Nova Scotia and New Brunswick - so it must be from 1867 to 1871 when Manitoba joined the country. Similarly the one to the right of that has nine symbols, including PEI and Manitoba with the lower left on the shield being the old North West Territories or Rupert's Land when it stretched across half the land. The two to te left are more familiar coats of arms for Canada and the two to the right, the old and new arms for Kingston. All this is prefaced with "ummm...I think..." so add any corrections you may have.
