I have gotten a headache trying to read this stuff now that the Appeal Division's ruling is out. For the record, here is a set of definitions from an on-line dictionary:
v 1: give an incentive; "This moved me to sacrifice my career" [syn: motivate, propel, move, prompt]No mention of "provoke, "cause to act", "motivate" or "prompt" in the appellate rulings.
2: provoke or stir up; "incite a riot"; "set off great unrest among the people" [syn: instigate, set off, stir up]
3: urge on; cause to act [syn: prod, egg on]
